Binary vs Decimal — Why the Confusion?

Binary (1 KiB = 1,024 bytes)

Used by operating systems for RAM and file sizes. Windows shows a 1 GB hard drive as ~931 GiB.

Decimal (1 KB = 1,000 bytes)

Used by storage manufacturers. A "500 GB" drive contains exactly 500,000,000,000 bytes.
